According to International Living "Once a year, every January, we consider nearly every nation on earth in a gruelling set of nine categories. Our survey looks at 193 countries. And Malta has the best climate in the world."

Of course, Lanzarote is much better but then it is not a country but an island off the coast of Africa...

Malta, 16 miles by 9 miles, population approx. 400,000 and has the world's oldest building.
